EU Parliament launches numerous regulations

Last week was a busy week for the 705 Members of the European Parliament. During their plenary session in Strasbourg, the members agreed on a number of laws and regulations.

The most important legislative proposals at a glance:

Green Claims Directive

The Green Claims Directive aims to oblige companies to provide evidence for their environmental claims such as "biodegradable", "environmentally friendly", "water-saving" or "bio-based". The EU Parliament has now finalised its position on the planned system. Only a few amendments have been tabled and only those that regulate claims based on the use of emission credits have been adopted. Of the AIM amendments, which the toy industry is in favour of and which MEPs also proposed, only the proposal to reintroduce the Packaging and Packagon Waste Directive as a lex specialis was tabled, although it did not receive a majority.

The Council's position is expected in mid-June, so that the trialogue will begin after the summer and the elections with a new Parliament negotiating team.

Waste Framework Directive

The revision of the Directive introduces extended producer responsibility (EPR) schemes for the separate collection of textiles based on the scope of the Customs Code. The new rules may have a particular impact on toy fancy dress costumes.

MEPs are calling for a transitional period of 18 months instead of the 30 months proposed by the Commission.

Union Customs Code

MEPs spoke out in favour of revising the EU Customs Code. The reform includes a new category of economic operators called "trust and check traders". The revision aims to simplify the handling of most imported goods while giving online platforms more responsibility for small parcels. The DVSI will analyse the proposed reform, particularly with regard to the impact on the small and medium-sized toy industry.

MEPs also gave the green light for a series of finalised agreements on new regulations, which will be published in the Official Journal of the EU in the coming months following ratification by the European Council. DVSI has compiled an overview:
